1.2. Applicants who are Vietnamese Citizens

Vietnamese applicants must meet foreign language proficiency requirements, demonstrated by one of the following qualifications:

a) A university degree or higher awarded by a foreign institution, a branch campus of a foreign institution in Vietnam, or a Vietnamese institution where the program is delivered entirely in a foreign language.

b) A university degree in a foreign language major granted by a Vietnamese higher education institution.

c) A valid foreign language certificate specified in Appendix II of the Postgraduate Training Regulations; or other equivalent certificates at Level 4 (according to the 6-level Foreign Language Proficiency Framework for Vietnam) as recognized by the Ministry of Education and Training.

1.3. Applicants who are Foreign Nationals

Foreign applicants enrolling in doctoral programs delivered in Vietnamese must possess a Vietnamese language certificate at a minimum Level 4 according to the Vietnamese Language Proficiency Framework for foreigners. They must also meet additional requirements for a second foreign language as determined by the Rector, except for applicants who are native speakers of the language used in the doctoral program.

Applicants must also satisfy requirements regarding academic qualifications, language proficiency, professional experience, and other criteria depending on the specific discipline, field of study, and doctoral program, based on the minimum requirements stated above.
